One of the later Manchu Emperors, Chia Ch'ing, neglected his duties and gave himself up to a life of pleasure and debauchery. From 1805 to 1809 the coast from Shantung to Tongking was infested with pirates, who fought pitched battles with the Imperial navy and almost stopped trade.
